STATE OF NEW YORK ________________________________________________________________________ 569 2025-2026 Regular Sessions IN SENATE (Prefiled) January 8, 2025 ___________ Introduced by Sens. MAY, SKOUFIS, WEBB -- read twice and ordered print- ed, and when printed to be committed to the Committee on Elections AN ACT to amend the election law, in relation to authorizing county boards of elections to establish county-wide polling places The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The election law is amended by adding a new section 8-110 2 to read as follows: 3 § 8-110. County-wide polling places. 1. For the purposes of this 4 section, the term "county-wide polling place" shall mean a polling place 5 in a county where any person entitled to vote in such county by personal 6 appearance may so vote on the day of a primary election or general 7 election. 8 2. A county board of elections may establish one or more county-wide 9 polling places in its county, upon approval by the state board of 10 elections pursuant to subdivision five of this section. 11 3. Any person entitled to vote in a county by personal appearance may 12 do so at any county-wide polling place established in such county pursu- 13 ant to subdivision two of this section. 14 4. Any such county-wide polling place shall be subject to all other 15 voting and polling place requirements under this article not otherwise 16 inconsistent with the provisions of this section. 17 5. No county board of elections shall establish a county-wide polling 18 place pursuant to this section without first obtaining approval from the 19 state board of elections. A county board of elections may seek such 20 approval by submitting its plans for the establishment and implementa- 21 tion of such county-wide polling place to the state board of elections 22 no later than ninety days before the date of the next election. The 23 state board of elections shall promulgate rules and regulations estab- 24 lishing the approval process pursuant to this subdivision, and governing 25 the implementation of county-wide polling places pursuant to this 26 section. 27 § 2.
