AN ACT to amend the penal law, in relation to establishing the crime of
terrorism recruitment, a class C felony
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
1 Section 1. The penal law is amended by adding a new section 490.60 to
2 read as follows:
3 S 490.60 TERRORISM RECRUITMENT.
4 A PERSON IS GUILTY OF TERRORISM RECRUITMENT WHEN, WITH INTENT THAT
5 ANOTHER PERSON ENGAGE IN CONDUCT CONSTITUTING ANY CRIME SET FORTH IN
6 THIS ARTICLE, HE OR SHE RECRUITS, SOLICITS, REQUESTS, COMMANDS, IMPOR-
7 TUNES OR OTHERWISE ATTEMPTS TO CAUSE SUCH OTHER PERSON TO ENGAGE IN SUCH
8 CONDUCT.
9 TERRORISM RECRUITMENT IS A CLASS C FELONY.
10 S 2. This act shall take effect on the first of November next succeed-
11 ing the date on which it shall have become a law.
