       Introduced  by  Sen.  LARKIN -- read twice and ordered printed, and when
         printed to be committed to the Committee  on  Education  --  committee
         discharged, bill amended, ordered reprinted as amended and recommitted
         to said committee
       AN  ACT to amend the education law, in relation to authorizing boards of
         cooperative educational services to enter into contracts  with  public
         libraries for high-speed telecommunications services
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1.  Section 256 of the education law is amended  by  adding  a
    2  new subdivision 3 to read as follows:
    3    3.   BOARDS   OF  COOPERATIVE  EDUCATIONAL  SERVICES  (BOCES),  SCHOOL
    4  DISTRICTS OR REGIONAL INFORMATION CENTERS (RICS) ARE  HEREBY  AUTHORIZED
    5  TO ENTER INTO CONTRACTS WITH PUBLIC OR ASSOCIATION LIBRARIES AND LIBRARY
    6  SYSTEMS FOR THE PURPOSE OF PROVIDING TELECOMMUNICATIONS SERVICES INCLUD-
    7  ING,  BUT  NOT  LIMITED  TO,  INTERNET  AND TELEPHONE SERVICES. ANY SUCH
    8  PROPOSED CONTRACT SHALL BE SUBJECT TO THE REVIEW  AND  APPROVAL  OF  THE
    9  COMMISSIONER,  WHO  MAY ONLY APPROVE SUCH PROPOSED CONTRACT WHEN, IN THE
   10  COMMISSIONER'S OPINION, SUCH CONTRACT WILL RESULT IN A COST  SAVINGS  OR
   11  MORE  ECONOMICAL  UTILIZATION  OF RESOURCES FOR EITHER PARTY INVOLVED IN
   12  THE CONTRACT.
   13    S 2. This act shall take effect on the one hundred twentieth day after
   14  it shall have become a law.
