STATE OF NEW YORK ________________________________________________________________________ 1099--A 2017-2018 Regular Sessions IN SENATE January 6, 2017 ___________ Introduced by Sens. RIVERA, SEPULVEDA -- read twice and ordered printed, and when printed to be committed to the Committee on Education -- recommitted to the Committee on Education in accordance with Senate Rule 6, sec. 8 -- committee discharged, bill amended, ordered reprinted as amended and recommitted to said committee AN ACT to require the commissioner of education, in consultation with the department of labor and any other appropriate agency, to produce an annual report regarding state workforce projections and education credential production; and providing for the repeal of such provisions upon expiration thereof The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The commissioner of education, in consultation with the 2 department of labor and any other appropriate agency, shall produce an 3 annual report regarding state workforce need projections and credential 4 production. The report shall: 5 a. indicate the state's anticipated workforce needs for the next four 6 years and the number of degrees, certificates, and other credentials 7 that institutions of higher education and vocational schools expect to 8 issue over the next four years; 9 b. indicate the state's anticipated number of degrees, certificates 10 and other credentials that high school vocational programs, apprentice- 11 ship programs and other workforce training programs expect to issue over 12 the next four years; 13 c. identify any workforce needs, including areas of specialization and 14 levels of experience within a particular vocation, that may not be met 15 by current education, training, and apprenticeship programs; 16 d. determine whether additional career and technical education 17 programs are needed to help fill identified workforce needs; 18 e. identify institutions that can meet the workforce needs through 19 expansion of existing programs or by developing new programs; and EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted. LBD00877-02-8S. 1099--A 2 1 f. determine whether the education department, in conjunction with the 2 department of labor, can make future information, studied and provided 3 for under this act, available on a real-time basis, including a determi- 4 nation of the funds needed to implement such a system, the ability of 5 current technology to accomplish real-time reporting, the need for any 6 new technology to aid in real-time reporting, and the benefit provided 7 to employers, employees, and educators in providing such information on 8 a real-time basis. 9 § 2. On or before January 1, 2019, and every year thereafter, the 10 commissioner of education shall submit a report to the governor, tempo- 11 rary president of the senate, the speaker of the assembly, and the 12 chairs of the education committees of the assembly and the senate of the 13 findings made pursuant to section one of this act, and include recommen- 14 dations to expand programs to meet workforce needs. Such report shall 15 also include legislative proposals as such commissioner deems necessary 16 to implement his or her recommendations. 17 § 3. This act shall take effect immediately and shall expire and be 18 deemed repealed four years after such date.
