STATE OF NEW YORK ________________________________________________________________________ 1140 2023-2024 Regular Sessions IN SENATE January 10, 2023 ___________ Introduced by Sen. ORTT -- read twice and ordered printed, and when printed to be committed to the Committee on Veterans, Homeland Securi- ty and Military Affairs AN ACT to amend the veterans' services law, in relation to the cost of maintenance and operation of veterans' service agencies The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Subdivision 1 of section 16 of the veterans' services law, 2 is amended to read as follows: 3 1. A local director shall designate the location of the local and 4 branch offices of the local veterans' service agency within his or her 5 jurisdiction, which offices shall be open during convenient hours. The 6 [cost of maintenance and operation of a county veterans' service agency7shall be a county charge and the cost of maintenance and operation of a8city veterans' service agency shall be a city charge, excepting that9the] state commissioner with the approval of the veterans' services 10 commission shall allot and pay, from state moneys made available to him 11 or her for such purposes, to each county veterans' service agency and 12 each city veterans' service agency, an amount equal to [fifty per centum13of] its expenditures for maintenance and operation approved by the state 14 commissioner, provided that in no event shall the amount allotted and 15 paid for such approved expenditures incurred in any given year exceed 16 (1) in the case of any county veterans' service agency in a county 17 having a population of not more than one hundred thousand or in the case 18 of any city veterans' service agency in a city having a population of 19 not more than one hundred thousand, the sum of twenty-five thousand 20 dollars, nor (2) in the case of any county veterans' service agency in a 21 county having a population in excess of one hundred thousand excluding 22 the population of any city therein which has a city veterans' service 23 agency, the sum of twenty-five thousand dollars, and, in addition there- 24 to, the sum of five thousand dollars for each one hundred thousand, or EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted. LBD04326-01-3S. 1140 2 1 major portion thereof, of the population of the county in excess of one 2 hundred thousand excluding the population of any city therein which has 3 a city veterans' service agency, nor (3) in the case of any city veter- 4 ans' service agency in a city having a population in excess of one 5 hundred thousand, the sum of twenty-five thousand dollars, and, in addi- 6 tion thereto, the sum of five thousand dollars for each one hundred 7 thousand, or major portion thereof, of the population of the city in 8 excess of one hundred thousand. Such population shall be certified in 9 the same manner as provided by section fifty-four of the state finance 10 law. 11 § 2. This act shall take effect on the same date and in the same 12 manner as section 2 of part PP of chapter 56 of the laws of 2022, takes 13 effect.
