STATE OF NEW YORK ________________________________________________________________________ 1341 2025-2026 Regular Sessions IN SENATE January 9, 2025 ___________ Introduced by Sen. PARKER -- read twice and ordered printed, and when printed to be committed to the Committee on Internet and Technology AN ACT to amend the public authorities law, in relation to the mainte- nance of a database on intellectual property The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Subparagraphs (x) and (xi) of paragraph (b) of subdivision 2 2 of section 3155 of the public authorities law, as amended by section 4 3 of part C of chapter 63 of the laws of 2005, are amended to read as 4 follows: 5 (x) number of patents awarded to the college or university as a direct 6 result of research related to the award and income generated from the 7 licensure or sale of such intellectual property; [and] 8 (xi) current status of the interactive database of intellectual prop- 9 erty created pursuant to subdivision three of this section; and 10 (xii) any other information deemed appropriate by the director. 11 § 2. Section 3155 of the public authorities law is amended by adding 12 a new subdivision 3 to read as follows: 13 3. The foundation shall also operate and maintain a public, interac- 14 tive database of all intellectual property generated by state employees 15 or developed through state-funded research which shall include, at a 16 minimum, a brief description of the intellectual property and up-to-date 17 contact information for each item. 18 § 3.
