STATE OF NEW YORK ________________________________________________________________________ 1525 2025-2026 Regular Sessions IN SENATE January 10, 2025 ___________ Introduced by Sen. MAY -- read twice and ordered printed, and when printed to be committed to the Committee on Finance AN ACT to amend the executive law, in relation to providing technical assistance to any municipality that has had a college or university close within such municipality The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Section 153 of the executive law is amended by adding a new 2 subdivision 4 to read as follows: 3 4. To provide to any municipality, upon request, in cooperation with 4 the department of economic development and the department of education, 5 technical assistance in the event of a college or university closing in 6 such municipality, on topics including but not limited to: 7 (a) workforce transition and development; 8 (b) attracting new employers and economic opportunities; 9 (c) developing plans for the land and buildings formerly occupied by 10 such college or university; and 11 (d) recommendations and planning assistance for dealing with creditors 12 and other entities having a financial interest in such college or 13 university's assets located in such municipality, provided, however, 14 that the state shall not become a party to any legal proceedings pursu- 15 ant to this subdivision. 16 § 2.
