        Introduced  by  Sen. SANDERS -- read twice and ordered printed, and when
          printed to be committed to the Committee on Aging
        AN ACT to amend the executive law, in relation to providing elder  abuse
          prevention training
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
     1    Section 1. Section 214-c of the executive law, as added by chapter 184
     2  of the laws of 2008, is amended to read as follows:
     3    § 214-c. Elder abuse awareness and prevention training.  1. The super-
     4  intendent, in cooperation with the state office for the  aging  and  the
     5  office  of  children  and family services, shall, for all members of the
     6  division of state police:
     7    [(1)] a. develop, maintain and disseminate educational material relat-
     8  ing  to  abuse  of  adults,  including  physical  abuse,  sexual  abuse,
     9  emotional  abuse,  active  neglect,  passive  neglect, self neglect, and
    10  financial exploitation, as  such  terms  are  defined  in  section  four
    11  hundred seventy-three of the social services law, and
    12    [(2)]  b.  establish  and implement written procedures and policies in
    13  the event a member of the  division  of  state  police  encounters  such
    14  abuse, including the provision of information and referral.
    15    2.  a.  The  superintendent  shall  develop  a program to train senior
    16  service providers in the detection and reporting of  elder  abuse.  Such
    17  program  shall  also  include  training on the counseling of elder abuse
    18  victims.
    19    b. The superintendent shall require that employees of  senior  centers
    20  and  employees  of  entities that contract with the state office for the
    21  aging and the office of children and family services to provide services
    22  to senior citizens, be trained in elder abuse detection,  reporting  and
    23  counseling,  and  receive  supplemental refresher training regarding the
    24  same at least once every  three  years,  if  such  employee  has  or  is

     1  expected  to  have  significant and direct person to person contact with
     2  senior citizens.
     3    c.  The  superintendent  shall require senior centers to hold at least
     4  two educational sessions per year during which guests and members of the
     5  senior center will receive counseling regarding elder  abuse  prevention
     6  and awareness and be instructed on how to detect and report instances of
     7  elder abuse.
     8    § 2. This act shall take effect on the one hundred twentieth day after
     9  it shall have become a law.
