       Introduced  by  Sen. RITCHIE -- read twice and ordered printed, and when
         printed to be committed to the Committee on Environmental Conservation
         -- recommitted to  the  Committee  on  Environmental  Conservation  in
         accordance  with Senate Rule 6, sec. 8 -- reported favorably from said
         committee, ordered to first and second  report,  ordered  to  a  third
         reading,  amended  and  ordered  reprinted, retaining its place in the
         order of third reading
       AN ACT to amend the  environmental  conservation  law,  in  relation  to
         authorizing  residents  of the counties of St. Lawrence, Jefferson and
         Oswego to collect downed lumber from state owned forest lands  outside
         the  forest  preserve; and providing for the repeal of such provisions
         upon the expiration thereof
         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section  1.  Subdivision  2  of  section  3-0301  of the environmental
    2  conservation law is amended by adding a new  paragraph  dd  to  read  as
    3  follows:
    4    DD.  NOTWITHSTANDING  SECTION 9-0505 OF THIS CHAPTER, THE COMMISSIONER
    5  SHALL, BY REGULATION, CREATE AND IMPLEMENT A  PROGRAM  THAT  WILL  ALLOW
    6  RESIDENTS  OF  THE  COUNTIES  OF  ST. LAWRENCE, JEFFERSON, AND OSWEGO TO
    7  COLLECT DOWNED LUMBER FROM STATE OWNED FOREST LANDS OUTSIDE  THE  FOREST
    8  PRESERVE.
    9    S  2. This act shall take effect on the first of January next succeed-
   10  ing the date on which it shall have become law and shall expire 3  years
   11  after such effective date when upon such date the provisions of this act
   12  shall be deemed repealed. Effective immediately, the addition, amendment
   13  and/or  repeal of any rules or regulations necessary for the implementa-
   14  tion of this act on its effective date are authorized to be made  on  or
   15  before such date.
