STATE OF NEW YORK ________________________________________________________________________ 2616 2025-2026 Regular Sessions IN SENATE January 21, 2025 ___________ Introduced by Sen. ADDABBO -- read twice and ordered printed, and when printed to be committed to the Committee on Racing, Gaming and Wager- ing AN ACT to amend the racing, pari-mutuel wagering and breeding law, in relation to allowing season-long proposition bets and future award winners as authorized bets The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Paragraph (x) of subdivision 1 of section 1367 of the 2 racing, pari-mutuel wagering and breeding law, as amended by section 3 3 of part Y of chapter 59 of the laws of 2021, is amended to read as 4 follows: 5 (x) "Sports wagering" means wagering on sporting events or any portion 6 thereof, or on the individual performance statistics of athletes partic- 7 ipating in a sporting event, [or] combination of sporting events, or 8 annual awards or honors for an individual athlete or team performance 9 during or throughout a season, by any system or method of wagering, 10 including, but not limited to, in-person communication and electronic 11 communication through internet websites accessed via a mobile device or 12 computer, and mobile device applications; provided however that sports 13 wagers shall include, but are not limited to, single-game bets, teaser 14 bets, parlays, over-under bets, money line, pools, in-game wagering, 15 in-play bets, in-game and season-long proposition bets, and straight 16 bets; provided however, that such in-game and season-long proposition 17 bets shall be limited to those wagers that the commission determines not 18 to be at risk of undue interference, insider trading of information, or 19 other issues that could compromise the integrity and fairness of the 20 sports wagering program; and provided further, that coin toss bets that 21 affect the gameplay of an event shall be permitted at all sporting 22 events unless prohibited by the commission for reasons related to the 23 integrity and fairness of the sports wagering program; 24 § 2.
