       AN  ACT  to  amend  the  education  law,  in relation to the display and
         distribution of the  parental  bill  of  rights  in  the  city  school
         district of the city of New York
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. Section 2590-h of the education law is amended by adding  a
    2  new subdivision 15-a to read as follows:
    3    15-A.  REQUIRE  ALL  SCHOOLS  WITHIN  THE CITY DISTRICT TO DISPLAY THE
    4  PARENTAL BILL OF RIGHTS, PROVIDED FOR IN  SUBDIVISION  FIFTEEN  OF  THIS
    5  SECTION, IN A PROMINENT PLACE WITHIN THE LOBBY AREA OF EACH SUCH SCHOOL.
    6  THE PARENTAL BILL OF RIGHTS SHALL BE DISPLAYED IN BOTH ENGLISH AND SPAN-
    7  ISH.  THE  CHANCELLOR  SHALL  ALSO  REQUIRE  ALL SCHOOLS WITHIN THE CITY
    8  DISTRICT TO MAKE AVAILABLE, ON AN ANNUAL BASIS, A COPY OF  THE  PARENTAL
    9  BILL  OF  RIGHTS  TO PARENTS OR PERSONS IN PARENTAL RELATION TO CHILDREN
   10  ATTENDING SCHOOLS WITHIN THE CITY DISTRICT. SUCH COPIES  SHALL  BE  MADE
   11  AVAILABLE TO THE PARENTS OR PERSONS IN PARENTAL RELATION TO THE CHILDREN
   12  ATTENDING  SCHOOLS WITHIN THE CITY DISTRICT IN THE LANGUAGE OR LANGUAGES
   13  PREDOMINANTLY SPOKEN IN THE COMMUNITY IN WHICH THE  SCHOOL  IS  LOCATED.
   14  COPIES  OF THE BILL OF RIGHTS SHALL ALSO BE MADE AVAILABLE IN INDIVIDUAL
   15  SCHOOLS TO THE PARENTS OR PERSONS IN PARENTAL RELATION TO  THE  CHILDREN
   16  ATTENDING  SCHOOLS WITHIN THE CITY DISTRICT IN THE LANGUAGE OR LANGUAGES
   17  PREDOMINANTLY SPOKEN IN THE COMMUNITY IN WHICH THE SCHOOL IS LOCATED.
   18    S 2. This act shall take effect on the one hundred twentieth day after
   19  it shall have become a law; provided, however, that:
   20    (a) effective immediately, the addition, amendment  and/or  repeal  of
   21  any  rule  or regulation necessary for the implementation of this act on
   22  its effective date are authorized and directed to be made and  completed
   23  on or before such effective date; and

    1    (b)  the  amendments  to  section  2590-h of the education law made by
    2  section one of this act shall survive the expiration  and  reversion  of
    3  such  section  as  provided  in section 17 of chapter 345 of the laws of
    4  2009, as amended.
