       AN  ACT  to amend the public authorities law, in relation to prohibiting
         bonuses for employees of public authorities
         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section  1.  The  public  authorities  law  is amended by adding a new
    2  section 2853 to read as follows:
    3    S  2853.  PROHIBITION  ON  PAYMENT  OF  BONUSES.  NOTWITHSTANDING  ANY
    4  PROVISION  OF  LAW, COMPENSATION PAID OR OTHERWISE PROVIDED TO EMPLOYEES
    5  OF STATE AUTHORITIES SHALL BE LIMITED TO SALARY AND BENEFITS  COMPARABLE
    6  TO  THOSE BENEFITS PROVIDED TO CIVIL SERVICE EMPLOYEES, AND, IF APPLICA-
    7  BLE, REIMBURSEMENT OF EXPENSES. NO BONUS OF ANY NATURE SHALL BE PAID  TO
    8  ANY EMPLOYEE OR BOARD MEMBER OF A STATE AUTHORITY PROVIDED THAT ANY SUCH
    9  PROHIBITION SHALL ONLY APPLY TO EMPLOYEES NOT COVERED UNDER A NEGOTIATED
   10  CONTRACT.
   11    S 2. This act shall take effect immediately.
