       Introduced  by  Sens.  MARCELLINO,  GALLIVAN  --  read twice and ordered
         printed, and when printed to be committed to the Committee on Rules
       AN ACT to amend the public officers law, in relation to detailed expend-
         iture reports on agency employees required to file  financial  disclo-
         sure statements
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. Paragraphs (b) and (c) of subdivision 3 of  section  87  of
    2  the  public  officers  law, paragraph (b) as added by chapter 933 of the
    3  laws of 1977 and paragraph (c) as amended by chapter 499 of the laws  of
    4  2008, are amended and a new paragraph (d) is added to read as follows:
    5    (b)  a record setting forth the name, public office address, title and
    6  salary of every officer or employee of the agency; [and]
    7    (c) a reasonably detailed  current  list  by  subject  matter  of  all
    8  records  in the possession of the agency, whether or not available under
    9  this article. Each agency shall update its subject matter list annually,
   10  and the date of the most recent update shall be conspicuously  indicated
   11  on  the  list.  Each state agency as defined in subdivision four of this
   12  section that maintains a website shall post  its  current  list  on  its
   13  website and such posting shall be linked to the website of the committee
   14  on  open  government.  Any  such agency that does not maintain a website
   15  shall arrange to have its list posted on the website of the committee on
   16  open government[.]; AND
   17    (D) A DETAILED EXPENDITURE REPORT FOR ALL  AGENCY  EMPLOYEES  WHO  ARE
   18  REQUIRED  TO  FILE  THE  FINANCIAL  DISCLOSURE  FORM PURSUANT TO SECTION
   19  SEVENTY-THREE-A OF THIS CHAPTER.   SUCH REPORT SHALL  DETAIL  REIMBURSE-
   20  MENTS  TO  THOSE EMPLOYEES FOR TRAVEL, MEALS AND ACCOMMODATIONS AND LIST
   21  (1) THE VOUCHER NUMBER, (2) THE DATE OF PAYMENT, (3) THE NAME  OF  EVERY
   22  PERSON  BEING  REIMBURSED,  AND  (4)  A DESCRIPTION OF THE PAYMENT. SUCH
   23  REPORT SHALL BE MADE QUARTERLY AND SHALL  BE  POSTED,  IN  A  SEARCHABLE
        EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets
                             [ ] is old law to be omitted.
