O'MARA -- read twice and ordered printed, and when printed to be committed to the Committee on Environmental Conservation AN ACT to amend the environmental conservation law, in relation to the cost of various hunting, fishing and trapping licenses THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: 1 Section 1. Subdivision 2 of section 11-0715 of the environmental 2 conservation law, as amended by section 4 of part R of chapter 58 of the 3 laws of 2013, is amended to read as follows: 4 2. A member of the Shinnecock tribe or the Poospatuck tribe or a 5 member of the six nations, residing on any reservation wholly or partly 6 within the state, is entitled to receive free of charge a fishing 7 license, a hunting license, a muzzle-loading privilege, a trapping 8 license, and a bowhunting privilege; a resident of the state who is a 9 member of the United States armed forces in active service who is not 10 stationed within the state and has not been herein longer than thirty 11 days on leave or furlough, is entitled to receive free of charge a fish- 12 ing license, a hunting license, and a trapping license; a resident of 13 the state who is an active member of the organized militia of the state 14 of New York as defined by section one of the military law, or the 15 reserve components of the armed forces of the United States, and exclud- 16 ing members of the inactive national guard and individual ready reserve, 17 is entitled to receive free of charge a fishing license, a hunting 18 license, and a trapping license; and a resident who is blind is entitled 19 to receive a fishing license free of charge. For the purposes of this 20 subdivision a person is blind only if either: (a) his or her central 21 visual acuity does not exceed 20/200 in the better eye with correcting 22 lenses, or (b) his or her visual acuity is greater than 20/200 but is 23 accompanied by a limitation of the field of vision such that the widest 24 diameter of the visual field subtends an angle no greater than 20 25 degrees. LBD02366-01-5 S. 4176 2 1 A resident in the state for a period of thirty days immediately prior 2 to the date of application who has attained the age of [seventy] SIXTY- 3 FIVE is entitled to receive a fishing license, a trapping license, and a 4 hunting license, at a cost of five dollars for each license. 5 A resident in the state for a period of thirty days immediately prior 6 to the date of application who has attained the age of [seventy] SIXTY- 7 FIVE is entitled to receive free of charge a bowhunting privilege and a 8 muzzle-loading privilege. 9 Each applicant for a license, permit or privilege shall pay to the 10 issuing officer a fee, according to the license, permit or privilege 11 issued and the residence or other qualification of the applicant. 12 S 2. Subdivision 1 of section 11-0702 of the environmental conserva- 13 tion law, as amended by section 16 of part R of chapter 58 of the laws 14 of 2013, is amended to read as follows: 15 1. There are hereby created the following lifetime hunting, fishing, 16 trapping, archery and muzzle-loading privileges and fees therefor 17 subject to the same privileges and obligations of a comparable short 18 term license: 19 Licenses Fees 20 a. Lifetime license 21 including a hunting license, 22 fishing license and turkey 23 permit. If purchased, 24 for a child four years 25 of age or younger $380.00 26 for a child age five through 27 eleven years of age $535.00 28 for a person age twelve through 29 [sixty-nine] SIXTY-FOUR 30 years of age $765.00 31 for a person age [seventy] 32 SIXTY-FIVE and over. $ 65.00 33 b. Lifetime 34 hunting license. $535.00 35 c. Lifetime fishing 36 license for a person age 37 [sixty-nine] SIXTY-FOUR 38 or younger. $460.00 39 d. Lifetime fishing license 40 for a person age [seventy] 41 SIXTY-FIVE and over. $ 65.00 42 e. Lifetime trapping 43 license. $395.00 44 f. Lifetime archery 45 privilege. $235.00 S. 4176 3 1 g. Lifetime muzzle- 2 loading privilege. $235.00 3 h. For transfer to a person pursuant 4 to section 11-0704 of this title $ 50.00 5 The holder of a lifetime hunting license or lifetime fishing license 6 may, at any time, convert such license to a lifetime license pursuant to 7 paragraph a of this subdivision for an additional fee equal to the 8 difference between the current fee for the new license and the fee 9 originally paid for the license. 10 S 3. This act shall take effect immediately.
