       Introduced  by  Sen.  LITTLE -- read twice and ordered printed, and when
         printed to be committed to the Committee on Cultural Affairs, Tourism,
         Parks and Recreation -- committee discharged,  bill  amended,  ordered
         reprinted as amended and recommitted to said committee
       AN ACT to amend the arts and cultural affairs law, in relation to estab-
         lishing the Edward Hopper citation of merit for visual artists
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. The arts and cultural affairs law is amended  by  adding  a
    2  new section 3.17 to read as follows:
    3    S  3.17.  NEW  YORK  STATE  EDWARD HOPPER CITATION OF MERIT FOR VISUAL
    4  ARTISTS. 1. THE GOVERNOR SHALL BIENNIALLY PRESENT  THE  NEW  YORK  STATE
    5  EDWARD  HOPPER  CITATION  OF  MERIT  TO  A DISTINGUISHED NEW YORK VISUAL
    6  ARTIST WHO IS MAKING A SIGNIFICANT CONTRIBUTION TO  THE  ADVANCEMENT  OF
    7  THE  ARTS IN NEW YORK STATE UPON THE RECOMMENDATION OF THE PANEL CONSTI-
    8  TUTED IN THIS SECTION. THE VISUAL ARTIST SELECTED  SHALL  BE  CONSIDERED
    9  THE  STATE  VISUAL  ARTIST AND THE CITATION SHALL CARRY AN HONORARIUM OF
   10  TEN THOUSAND DOLLARS.
   11    2. THE COUNCIL ON THE ARTS SHALL BIENNIALLY  APPOINT  AND  CONVENE  AN
   12  ADVISORY  PANEL OF DISTINGUISHED VISUAL ARTISTS AND PERSONS WITH PARTIC-
   13  ULAR EXPERTISE IN THE FIELD OF VISUAL ART. THE DIRECTOR OF  THE  COUNCIL
   14  AND  THE ARTISTIC DIRECTOR OF THE EDWARD HOPPER HOUSE SHALL BE PERMANENT
   15  MEMBERS OF THE ADVISORY PANEL. EACH CURRENT  STATE  VISUAL  ARTIST  WILL
   16  SERVE  AS  A  MEMBER  OF  THE  PANEL IN CHOOSING THE NEXT NEW YORK STATE
   17  EDWARD HOPPER VISUAL ARTIST.
   18    THE PANEL SHALL RECOMMEND  TO  THE  GOVERNOR  A  VISUAL  ARTIST  WHOSE
   19  ACHIEVEMENTS MAKE HIM OR HER DESERVING OF SUCH RECOGNITION.
   20    3. THE STATE VISUAL ARTIST SHALL PROMOTE AND ENCOURAGE THE VISUAL ARTS
   21  WITHIN  THE  STATE  AND  SHALL GIVE TWO PUBLIC SHOWINGS WITHIN THE STATE
   22  EACH YEAR, ONE OF WHICH SHALL BE HELD AT THE  EDWARD  HOPPER  HOUSE  ART
   23  CENTER  IN  THE VILLAGE OF NYACK.  UPON COMPLETION OF THE EXHIBITS, EACH
        EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets

    1  GALLERY SHALL BE REIMBURSED FOR ADMINISTRATIVE FEES NOT  TO  EXCEED  TWO
    2  THOUSAND FIVE HUNDRED DOLLARS.
    3    4.  THE COUNCIL ON THE ARTS SHALL ESTABLISH SUCH PROCEDURES AND GUIDE-
    4  LINES AS ARE NECESSARY TO EFFECT THE PROVISIONS OF THIS SECTION.
    5    S 2. This act shall take effect immediately.
