        Introduced  by  Sen. AMEDORE -- read twice and ordered printed, and when
          printed to be committed to the Committee on Finance
        AN ACT in relation to establishing the Thomas A.  Constantine  Institute
          for  the  study  of  transnational  organized  crime  within the state
          university of New York and making an appropriation therefor
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
     1    Section  1.    This  legislation establishes the Thomas A. Constantine
     2  Institute for the Study of  Transnational  Organized  Crime  within  the
     3  state  university  of  New  York. Inspired by Mr. Constantine's extraor-
     4  dinary career achievements and the international respect he  has  earned
     5  in  the  field  of public security, this entity will provide a focus for
     6  research and deliberation on the control  of  these  phenomena  and  for
     7  public  education  about  their  manifestations. Its ultimate goal is to
     8  provide a valuable and practical resource for the world's  law  enforce-
     9  ment agencies, governments and the international business community.
    10    §  2.  There  is hereby established within the state university of New
    11  York the Thomas A. Constantine Institute for the Study of  Transnational
    12  Organized Crime. Such institute shall organize conferences and seminars,
    13  develop  training  programs  for  law  enforcement officers, sponsor and
    14  promote research, publish its proceedings and maintain  a  library.  The
    15  chancellor  and  trustees of the state university shall appoint a person
    16  well qualified by education and experience to administer such institute.
    17  Such institute shall be authorized to establish a development program to
    18  build its own endowment.
    19    § 3. The sum of five hundred thousand dollars ($500,000), or  as  much
    20  thereof as may be necessary, is hereby appropriated to the state univer-
    21  sity  of  New  York from any monies in the state treasury in the general
    22  fund for the purposes of carrying out the provisions of this  act.  Such
    23  sum  shall  be payable on the audit and warrant of the state comptroller
    24  on vouchers certified or approved by the commissioner  of  taxation  and

     1  finance, or his duly designated representative in the manner provided by
     2  law.  No  expenditure  shall  be  made  from  this appropriation until a
     3  certificate of approval of availability shall have been  issued  by  the
     4  director  of  the budget and filed with the state comptroller and a copy
     5  filed with the chairman of the state senate finance  committee  and  the
     6  chairman  of  the  assembly  ways and means committee. Such budget and a
     7  copy of each such amendment shall be filed with the  state  comptroller,
     8  the  chairman  of the state senate finance committee and the chairman of
     9  the assembly ways and means committee.
    10    § 4. This act shall take effect immediately.
