         printed to be committed to the Committee on Environmental Conservation
       AN ACT to amend the environmental conservation law, in relation to regu-
         lation of mulch operations
         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section  1.  The environmental conservation law is amended by adding a
    2  new section 27-0111 to read as follows:
    3  S 27-0111. REGULATION OF MULCH OPERATIONS.
    4    THE DEPARTMENT SHALL SUBMIT FOR PUBLIC COMMENT,  PROPOSED  REGULATIONS
    5  CONSISTING  OF NEW REGULATORY CRITERIA FOR MULCH PROCESSING AND STORAGE,
    6  REGULATING LARGE MULCH OPERATIONS IN COUNTIES HAVING A POPULATION OF ONE
    7  MILLION OR MORE,  NO  LATER  THAN  JANUARY  THIRTY-FIRST,  TWO  THOUSAND
    8  SIXTEEN.  THE  REGULATIONS  SHALL  TAKE INTO CONSIDERATION ENVIRONMENTAL
    9  CONCERNS, PUBLIC SAFETY CONCERNS, AND QUALITY OF LIFE CONCERNS.
   10    S 2. This act shall take effect immediately.
