       AN ACT authorizing the town of Brookhaven, Suffolk county to establish a
         special  improvement  district  for  a  medical  facility for the Fire
         Island Pines area of the town of Brookhaven
         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section  1.  Pursuant  to article 12 or 12-A of the town law, the town
    2  board of Brookhaven, Suffolk county, may establish a special improvement
    3  district to construct, reconstruct, repair, operate, equip and  maintain
    4  a  suitable  building  for  a medical facility for the population of the
    5  unincorporated Fire Island Pines area of the town of Brookhaven, Suffolk
    6  county, New York, and to acquire by purchase, lease  or  gift  necessary
    7  lands  therefor.    Notwithstanding  the  provisions  of  any law to the
    8  contrary, the town board of the town of Brookhaven may contract  with  a
    9  medical  entity  for  the  provision  of  emergency  medical services to
   10  promote the health, safety and welfare of the residents and visitors  of
   11  the  Fire Island Pines area.  The town board is authorized and empowered
   12  to appropriate the sums required to be paid  under  the  terms  of  such
   13  contract.
   14    S 2. An expenditure authorized and approved pursuant to this act shall
   15  be  assessed,  levied and collected from the several lots and parcels of
   16  land within the special improvement district in the same manner  and  at
   17  the  same time as other town charges.  However, nothing contained herein
   18  shall be so construed to prevent the financing in whole or in  part,  by
   19  the  town  of  Brookhaven  on behalf of the special improvement district
   20  pursuant to the local finance law, of any expenditure enumerated in this
   21  act.
   22    S 3. This act shall take effect immediately.
