        Introduced  by  Sen.  LITTLE -- read twice and ordered printed, and when
          printed to be committed to the Committee on Elections
        AN ACT to amend the election law, in relation to authorizing  registered
          voters  to  vote at primary and general elections within fourteen days
          of such elections
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
     1    Section  1.  Article  8 of the election law is amended by adding a new
     2  title 6 to read as follows:

     4                          EARLY VOTING AT BOARD OF
     5                                  ELECTIONS
     6  Section 8-600. Early voting; general.
     7          8-602. Early voting period.
     8          8-604. Early voting procedure.
     9          8-606. Early voting; state board of elections.
    10    § 8-600. Early voting; general. A registered voter shall be permitted,
    11  in any primary or general election held pursuant to  the  provisions  of
    12  this  chapter,  to  vote  in  such  election at the appropriate board of
    13  elections during the early voting period for the election.
    14    § 8-602. Early voting period. The early voting period, required pursu-
    15  ant to section 8-600 of this title, shall be during the normal  business
    16  hours  of  the  board of elections on each day that is fourteen or fewer
    17  days prior to the election the registered voter  is  engaged  in  voting
    18  early therein.
    19    §  8-604.  Early voting procedure. Each board of elections, during the
    20  early voting period provided pursuant to section 8-602  of  this  title,
    21  shall  provide  a  ballot  to a registered voter for the elections to be
    22  conducted in such voter's election district. Upon completion of a ballot
    23  by a registered voter such ballot shall be placed in a  sealed  envelope
    24  to  be  transmitted  to  the  normal  polling place of such voter, to be
    25  opened only upon the closing of the polls on the  regular  date  of  the
    26  primary  or  general  election,  and  counted at that time. The board of
    27  elections shall duly note each voter who  has  voted  during  the  early

     1  voting  period,  and provide such information to the appropriate polling
     2  places and provide notice that the voter has submitted a ballot  and  is
     3  not entitled to vote again.
     4    §  8-606.  Early  voting; state board of elections. The state board of
     5  elections shall promulgate rules and regulations for the  administration
     6  and conducting of early voting and the counting of the ballots therefrom
     7  pursuant to this title.
     8    § 2. This act shall take effect immediately and shall apply to primary
     9  and general elections conducted on or after January 1, 2019.
