          printed to be committed to the Committee on Rules  --  recommitted  to
          the  Committee  on  Health in accordance with Senate Rule 6, sec. 8 --
          reported favorably from  said  committee,  ordered  to  first  report,
          amended  on  first  report,  ordered  to  a  second report and ordered
          reprinted, retaining its place in the order of second report

        AN ACT to amend the public health law, in relation  to  the  release  of
          medical records in an electronic format

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. Subdivision 2 of section 18 of the  public  health  law  is
     2  amended by adding a new paragraph (j) to read as follows:
     3    (j)  Subject  to  the provisions of subdivision three of this section,
     4  upon the request of a qualified person, all medical records required  to
     5  be  released  pursuant to this section shall be made available to quali-
     6  fied persons in an electronic format  through  a  web  portal  and  such
     7  records  shall  be provided in a format that allows qualified persons to
     8  save the records to their own device.
     9    § 2. This act shall take effect on the one hundred eightieth day after
    10  it shall have become a law.
