STATE OF NEW YORK ________________________________________________________________________ 8117 IN SENATE March 29, 2018 ___________ Introduced by Sen. JACOBS -- read twice and ordered printed, and when printed to be committed to the Committee on Alcoholism and Drug Abuse AN ACT to amend the mental hygiene law, in relation to a family support and recovery services program; and providing for the repeal of such provisions upon the expiration thereof The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The mental hygiene law is amended by adding a new section 2 19.18-b to read as follows: 3 § 19.18-b Family support and recovery services demonstration program. 4 1. Within available appropriations, the commissioner shall develop a 5 family support and recovery services program. This program shall provide 6 family support and recovery services to adolescent and adult patients, 7 and their families, during treatment, including, but not limited to, 8 inpatient and outpatient treatment, and shall be available to such 9 patients and their families for up to twelve months after completion of 10 such treatment program. The commissioner shall identify where the family 11 support and recovery services programs will be established; provided, 12 however, that one such program shall be established in western New York 13 and another such program shall be in Long Island. 14 2. Family support and recovery services shall include: 15 (a) treatment placement services; 16 (b) housing placement services; 17 (c) peer supports, including peer to peer support groups; 18 (d) employment support; and 19 (e) transportation assistance. 20 3. Not later than April first, two thousand twenty-one, the commis- 21 sioner shall provide the governor, the temporary president of the 22 senate, the speaker of the assembly, the chair of the senate standing 23 committee on alcoholism and drug abuse and the chair of the assembly 24 committee on alcoholism and drug abuse with written evaluation of the 25 program. Such evaluation shall, at a minimum, address the overall effec- 26 tiveness of this program, identify best practices for family support and 27 recovery services provided under this program, and any additional family EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted. The 3 written evaluation shall be made available on the office's website. 4 § 2. This act shall take effect immediately and shall expire and be 5 deemed repealed April 1, 2021.
