STATE OF NEW YORK ________________________________________________________________________ 9955 IN SENATE December 2, 2024 ___________ Introduced by Sen. SCARCELLA-SPANTON -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT to amend the administrative code of the city of New York, in relation to discounted quarterly municipal parking field permits for seniors The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The administrative code of the city of New York is amended 2 by adding a new section 19-162.6 to read as follows: 3 § 19-162.6 Discounted city-issued quarterly municipal parking field 4 permits. 1. For the purposes of this section, the following terms shall 5 have the following meanings: 6 (a) "Area median income" shall mean the median family income for the 7 area, as defined annually by the United States department of housing and 8 urban development (HUD) for the New York, NY HUD Metro FMR Area (FMRA), 9 adjusted for the size of the household. 10 (b) "City-issued quarterly municipal parking field permit" shall mean 11 a permit issued on a quarterly basis by the department that indicates 12 permission to park in a municipal parking field operated by the depart- 13 ment. 14 (c) "Municipal parking field" shall mean an off-street parking field, 15 lot, garage or other off-street parking structure owned and operated by 16 the department for public use. 17 2. Parking rates for city-issued quarterly municipal parking field 18 permits for municipal parking fields shall be reduced for persons 19 sixty-two years of age or older with annual gross incomes of no more 20 than fifty percent of the area median income. Such reduced rates shall 21 be no greater than fifty percent of the highest parking rate charged for 22 a city-issued quarterly municipal parking field permit. 23 3. Each person applying for a discounted city-issued quarterly munici- 24 pal parking field permit or for renewal thereof shall file an applica- 25 tion in such form and detail as the commissioner may prescribe. 26 4. Upon the approval of an application submitted pursuant to subdivi- 27 sion three of this section, the department shall issue a discounted EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted. Discounted city-issued quarterly municipal parking field permits 5 shall not be transferable to another individual, vehicle or vehicles if 6 issued to a specific individual, vehicle or vehicles. 7 § 2. This act shall take effect on the ninetieth day after it shall 8 have become a law.
