It is an editor's brief statement of the essential features of the measure as introduced. Creates Oregon Growth Board Task Force. Sunsets task force on June 30, 2015. Declares emergency, effective on passage. A BILL FOR AN ACT Relating to the Oregon Growth Board; and declaring an emergency. Be It Enacted by the People of the State of Oregon: SECTION 1. { + (1) The Oregon Growth Board Task Force is established, consisting of 10 members appointed as follows: (a) The President of the Senate shall appoint two members from among members of the Senate. (b) The Speaker of the House of Representatives shall appoint two members from among members of the House of Representatives. (c) The Governor shall appoint four members as follows: (A) One member with experience in banking; (B) One member with experience in credit union operations; (C) One member with experience managing investments; and (D) One member with experience as a small business employer in this state. (d) The Director of the Oregon Business Development Department shall appoint one member who represents the Oregon Business Development Department. (e) The State Treasurer shall appoint one member who represents the State Treasurer. (2) The task force shall: (a) Make recommendations to the Legislative Assembly regarding the formation, functions, duties and powers of the Oregon Growth Board, including but not limited to its interaction and cooperation with the Oregon Investment Council created under ORS 293.706 and the Oregon Growth Account Board established under ORS 348.707. (b) Prepare an inventory of all state administered and supported programs or projects that provide or enhance access to capital for Oregon businesses. (c) Determine the factors that would enhance or limit access to capital for Oregon businesses. (d) Study and identify private sector investment incentives that would increase access to capital for Oregon businesses, enhance job creation and further economic development in this state. (e) Research the financial services and types of assistance and support needed by Oregon businesses to increase their access to capital in this state. (f) Research and determine the type of actions, responsibilities and resources that could be taken or provided by state and local governments, private industry and research institutions to enhance access to capital for Oregon businesses. (3) The task force may make recommendations to the Legislative Assembly regarding findings and determinations made under subsection (2) of this section. (4) A majority of the voting members of the task force constitutes a quorum for the transaction of business. (5) Official action by the task force requires the approval of a majority of the voting members of the task force. (6) The task force shall elect one of its members to serve as chairperson. (7) If there is a vacancy for any cause, the appointing authority shall make an appointment to become immediately effective. (8) The task force shall meet at times and places specified by the call of the chairperson or of a majority of the voting members of the task force. (9) The task force may adopt rules necessary for the operation of the task force. (10) The task force shall submit a report in the manner provided by ORS 192.245, and may include recommendations for legislation, to the interim committees of the Legislative Assembly related to economic and business development as appropriate no later than October 1, 2014. (11) The Oregon Business Development Department shall provide staff support to the task force. (12) Members of the task force who are not members of the Legislative Assembly are not entitled to compensation, but may be reimbursed for actual and necessary travel and other expenses incurred by them in the performance of their official duties in the manner and amounts provided for in ORS 292.495. Claims for expenses incurred in performing functions of the task force shall be paid out of funds appropriated to the Oregon Business Development Department for purposes of the task force. (13) All agencies of state government, as defined in ORS 174.111, are directed to assist the task force in the performance of its duties and, to the extent permitted by laws relating to confidentiality, to furnish such information and advice as the members of the task force consider necessary to perform their duties. + } SECTION 2. { + Section 1 of this 2013 Act is repealed on June 30, 2015. + } SECTION 3. { + This 2013 Act being necessary for the immediate preservation of the public peace, health and safety, an emergency is declared to exist, and this 2013 Act takes effect on its passage. + } ----------
