                             SUMMARY

The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.

  Specifies health care professionals and providers included in
healthcare workforce database and expands list beginning January
2, 2013. Requires reporting of data for individual professionals
and providers listed by provider number or other unique
identifying number.

                        A BILL FOR AN ACT
Relating to healthcare workforce data; creating new provisions;
  and amending ORS 442.468.
Be It Enacted by the People of the State of Oregon:
  SECTION 1. ORS 442.468 is amended to read:
  442.468.  { + (1) As used in this section, 'healthcare
workforce' includes:
  (a) Licensed health care professionals;
  (b) Unlicensed health care professionals; and
  (c) Certified health care providers. + }
    { - (1) - }  { +  (2) + } The Office for Oregon Health Policy
and Research shall create and maintain a healthcare workforce
database that will provide information upon request to state
agencies and to the Legislative Assembly about Oregon's
healthcare workforce, including:
  (a) Demographics, including race and ethnicity.
  (b) Practice status.
  (c) Education and training background.
  (d) Population growth.
  (e) Economic indicators.
  (f) Incentives to attract qualified individuals, especially
those from underrepresented minority groups, to healthcare
education.
   { +  (g) For each health care professional or provider
included in the healthcare workforce database, the following
information, reported by a provider number or other unique
identifying number:
  (A) Name and address.
  (B) Education level.
  (C) Employer and address of employer.
  (D) Job title. + }
    { - (2) - }  { +  (3) + } The Administrator for the Office
for Oregon Health Policy and Research may contract with a private
or public entity to establish and maintain the database and to

analyze the data.  The office is not subject to the requirements
of ORS chapters 279A, 279B and 279C with respect to the contract.
  SECTION 2. ORS 442.468, as amended by section 1 of this 2011
Act, is amended to read:
  442.468. (1) As used in this section, 'healthcare workforce'
includes:
  (a) Licensed health care professionals;
  (b) Unlicensed health care professionals;   { - and - }
  (c) Certified health care providers  { - . - }  { + ; and
  (d) Health care providers who are not certified. + }
  (2) The Office for Oregon Health Policy and Research shall
create and maintain a healthcare workforce database that will
provide information upon request to state agencies and to the
Legislative Assembly about Oregon's healthcare workforce,
including:
  (a) Demographics, including race and ethnicity.
  (b) Practice status.
  (c) Education and training background.
  (d) Population growth.
