Requires health benefit plans and health benefit coverage provided by public employers to include certain minimum deductibles. Limits deductibles required on or after January 2, 2014, to amounts allowable under federal health care law. A BILL FOR AN ACT Relating to health benefits provided by public employers. Be It Enacted by the People of the State of Oregon: SECTION 1. { + (1) As used in this section, 'public employer ' has the meaning given that term in ORS 243.650. (2) A public employer may only contract for a health benefit plan or otherwise provide health benefit coverage for employees of the public employer if the health benefit plan or other health benefit coverage requires payment of an annual deductible of at least $250 for individual coverage or $500 for family coverage. + } SECTION 2. Section 1 of this 2011 Act is amended to read: { + Sec. 1. + } (1) As used in this section, 'public employer' has the meaning given that term in ORS 243.650. (2) { + To the extent permitted by the Patient Protection and Affordable Care Act, P.L. 111-148, as amended by the Health Care and Education Reconciliation Act of 2010, P.L. 111-152, + } a public employer may only contract for a health benefit plan or otherwise provide health benefit coverage for employees of the public employer if the health benefit plan or other health benefit coverage requires payment of an annual deductible of at least $250 for individual coverage or $500 for family coverage. SECTION 3. { + Section 1 of this 2011 Act applies only to contracts for health benefit plans entered into or other health benefit coverage provided on or after the effective date of this 2011 Act. + } SECTION 4. { + The amendments to section 1 of this 2011 Act by section 2 of this 2011 Act become operative January 2, 2014. + } ----------
