                             SUMMARY

brief statement of the essential features of the measure as
introduced.

  Directs Department of Transportation to report annually to
Legislative Assembly describing effects of implementation of
chapter 48, Oregon Laws 2013 (Enrolled Senate Bill 833).
  Sunsets January 2, 2025.
  Takes effect only if chapter 48, Oregon Laws 2013 (Enrolled
Senate Bill 833) takes effect. Takes effect on effective date of
chapter 48, Oregon Laws 2013 (Enrolled Senate Bill 833).

                        A BILL FOR AN ACT
Relating to reports submitted by the Department of Transportation
  on analysis of implementation of chapter 48, Oregon Laws 2013
  (Enrolled Senate Bill 833); and prescribing an effective date.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + (1) The Department of Transportation shall
prepare and submit a report to the appropriate committees of each
regular session of the Legislative Assembly. The report shall
describe the effects of the implementation of chapter 48, Oregon
Laws 2013 (Enrolled Senate Bill 833), by including data and
analysis on all of the following:
  (a) Changes in the number of uninsured drivers in Oregon.
  (b) Changes in the number of unlicensed drivers in Oregon.
  (c) Changes in the number of motor vehicle accidents occurring
in Oregon, particularly accidents that involve injuries or
fatalities when an uninsured or unlicensed driver is involved.
  (d) The number of driver cards, driver permits and driver
licenses issued each year.
  (e) Any trends in the information described in paragraphs (a)
to (d) of this subsection, as compared to previous reports.
  (2) In addition to the information provided under subsection
(1) of this section, the department may provide any additional
information that is relevant to the implementation of chapter 48,
Oregon Laws 2013 (Enrolled Senate Bill 833).
  (3) Reports under this section shall be made in the manner
provided by ORS 192.245. + }
  SECTION 2.  { + Section 1 of this 2013 Act is repealed on
January 2, 2025. + }
  SECTION 3.  { + (1) Section 1 of this 2013 Act becomes
operative January 1, 2015.
  (2) The Department of Transportation may take any action before
the operative date specified in subsection (1) of this section
that is necessary to enable the department to exercise, on and
after the operative date specified in subsection (1) of this
section, all the duties, functions and powers conferred on the
department by section 1 of this 2013 Act. + }
  SECTION 4.  { + This 2013 Act does not take effect unless
chapter 48, Oregon Laws 2013 (Enrolled Senate Bill 833), takes
effect.  This 2013 Act takes effect on the effective date of
chapter 48, Oregon Laws 2013 (Enrolled Senate Bill 833). + }
