Requires Department of Human Services to operate demonstration project, subject to approval by United States Department of Agriculture, to require recipients of Supplemental Nutrition Assistance Program benefits to participate in shopping and nutrition education program. Declares emergency, effective on passage. A BILL FOR AN ACT Relating to food assistance; and declaring an emergency. Be It Enacted by the People of the State of Oregon: SECTION 1. { + Subject to the approval of the United States Department of Agriculture under 7 U.S.C. 2026 or other appropriate legal authority, the Department of Human Services shall operate a statewide demonstration project in which recipients of Supplemental Nutrition Assistance Program benefits are required to participate in a shopping and nutrition education program. The program shall be designed to educate consumers about managing their program benefits in order to save money and have better health outcomes. + } SECTION 2. { + (1) The Department of Human Services shall submit to the United States Department of Agriculture a request for approval to operate the demonstration project described in section 1 of this 2011 Act no later than 90 days after the effective date of this 2011 Act. (2) The Department of Human Services shall report to the Legislative Assembly during the 2012 regular legislative session on the status of the request for approval and, if approval has been granted, the status of the demonstration project. + } SECTION 3. { + This 2011 Act being necessary for the immediate preservation of the public peace, health and safety, an emergency is declared to exist, and this 2011 Act takes effect on its passage. + } ----------
