76th OREGON LEGISLATIVE ASSEMBLY--2012 Regular Session Enrolled Senate Bill 1587 Sponsored by Senators GEORGE, WINTERS (Presession filed.) CHAPTER ................ AN ACT Relating to property appraisal; and declaring an emergency. Be It Enacted by the People of the State of Oregon: SECTION 1. { + (1) As used in this section, 'dispute' means a case or complaint handled by the Appraiser Certification and Licensure Board that was filed: (a) By the board; (b) By an appraiser; or (c) By a property owner against an appraiser. (2) On or before May 1, 2013, the Appraiser Certification and Licensure Board shall submit a report to the Legislative Assembly in the manner required by ORS 192.245 that describes: (a) The board's procedures for dispute resolution, including: (A) Specific examples in which the board has been successful and unsuccessful in dealing with dispute resolution; (B) Recommendations for addressing deficiencies in the dispute resolution procedures; (C) The number of times in the preceding two years that the board has used the dispute resolution procedures; and (D) Whether there is a panel that reviews each complaint submitted to the board to determine the legitimacy of the complaint; (b) The board's procedures relating to conflicts of interest among board members, including: (A) Guidelines set by the Oregon Government Ethics Commission; (B) The procedure for removing a board member when a conflict of interest exists; (C) Recommendations for addressing deficiencies in the conflict of interest procedures; and (D) How many conflicts of interest have occurred in the past two years; and (c) The current process by which a person becomes an appraiser, including: (A) Whether the board has identified any barriers to becoming certified or licensed as an appraiser; (B) The purpose of any barriers the board has identified; (C) How many appraisers are employed in this state; (D) How many appraisers have been suspended or reprimanded in the last two years; (E) How many people apply for certification or licensure each year; and (F) Recommendations for reducing barriers to entry into the appraisal field. + } Enrolled Senate Bill 1587 (SB 1587-A) Page 1 SECTION 2. { + This 2012 Act being necessary for the immediate preservation of the public peace, health and safety, an emergency is declared to exist, and this 2012 Act takes effect on its passage. + } ---------- Passed by Senate February 27, 2012 .............................................................
