                             SUMMARY

The following summary is not prepared by the sponsors of the

brief statement of the essential features of the measure as
introduced.

  Authorizes certain hunters to use certain mechanical and fixed
blade broadheads on arrows.
  Authorizes certain hunters to attach illuminating nocks to
arrows.

                        A BILL FOR AN ACT
Relating to hunting; creating new provisions; and amending ORS
  498.142.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + Section 2 of this 2013 Act is added to and made
a part of ORS chapter 498. + }
  SECTION 2.  { + A person who is lawfully hunting may use
mechanical blade broadheads or fixed blade broadheads on arrows
when hunting, provided that each blade broadhead:
  (1) Is unbarbed;
  (2) Weighs at least 85 grams;
  (3) Has at least two sharpened blades;
  (4) Is at least seven-eighths of an inch long; and
  (5) Has a maximum diameter of two inches. + }
  SECTION 3. ORS 498.142 is amended to read:
  498.142. (1) Except as provided in   { - subsection (2) - }
 { +  subsections (2) and (3) + } of this section,   { - no
person shall - }   { + a person may not + } hunt wildlife with
the aid of any artificial light.
  (2) The State Fish and Wildlife Commission, by rule, may
authorize hunting with the aid of an artificial light for the
purpose of taking raccoon, opossum or bobcat or to alleviate
damage by wildlife to other resources.
   { +  (3) A person who is lawfully hunting:
  (a) May attach an illuminating nock to an arrow when hunting.
  (b) May not attach any electronic tracking device to an arrow
when hunting. + }
