To the Senate and House of Representatives of the United States
  of America, in Congress assembled:
  We, your memorialists, the Seventy-sixth Legislative Assembly
of the State of Oregon, in legislative session assembled,
respectfully represent as follows:
  Whereas a recent study conducted by Nobel Laureate Joseph
Stiglitz of Columbia University and Linda Bilmes of Harvard
University estimates that health costs for veterans of the wars
in Iraq and Afghanistan could exceed $900 billion; now,
therefore,

Be It Resolved by the Legislative Assembly of the State of
  Oregon:

  (1) The Congress of the United States of America is urged to
create a trust fund to pay for health care for veterans of the
wars in Iraq and Afghanistan.
  (2) A copy of this memorial shall be sent to the President of
the United States, to the Senate Majority Leader, to the Speaker
of the House of Representatives and to each member of the Oregon
Congressional Delegation.
