A CONCURRENT RESOLUTION

TO RECOGNIZE AND HONOR LIEUTENANT JAMES NELSON, DIRECTOR OF SPARTANBURG COUNTY ENVIRONMENTAL ENFORCEMENT, AND TO CONGRATULATE HIM ON WINNING THE NATIONAL KEEP AMERICA BEAUTIFUL LAW ENFORCEMENT AWARD.

Whereas, with great pleasure, the South Carolina General Assembly pauses in its deliberations to salute Lieutenant James Nelson, director of Spartanburg County Environmental Enforcement (SCEE), on receiving the national Keep America Beautiful Law Enforcement Award; and

Whereas, Keep America Beautiful is a national organization that inspires and educates people to take action every day to improve and beautify their community environment. Law enforcement officers play a key role in assisting this iconic nonprofit to achieve its worthy goals, and to encourage these officers, Keep America Beautiful recognizes law enforcement professionals who have exceeded the duty requirements expected of their position and who have demonstrated an outstanding commitment to community service in their approaches to enforcement of environmental laws and regulations. The Keep America Beautiful Law Enforcement Award is granted at the national level to the officer who most exemplifies this "beyond the call of duty" work ethic and commitment to those he serves; and

Whereas, having recently won this coveted honor, Lieutenant James "Jamie" Nelson will be formally presented with the Keep America Beautiful Law Enforcement Award at the Keep America Beautiful national awards dinner on Monday, February 1, 2016, in Orlando, Florida; and

Whereas, Jamie Nelson has been with SCEE since 1996 and became its director in 2010. In addition to his post as director of SCEE, Lieutenant Nelson serves as president of the South Carolina Litter Control Association (SCLCA). He also has served on the PalmettoPride Statewide Enforcement Committee and Statewide Waste Haulers Committee; and

Whereas, further, Officer Nelson led the charge to revitalize the two-decades-old statewide Zero Tolerance for Litter Campaign. Under his leadership, the campaign transitioned from a weekend law enforcement initiative to a month-long dual-purpose campaign to educate the public and enforce the litter laws. Also, Lieutenant Nelson has instructed officers at various conferences and Zero Tolerance for Litter training days over the years. He has firsthand experience in the importance of litter control because litter often indicates the presence higher crimes. For example, a litter-violation stop several years ago led to the arrest of a fugitive wanted for murder in another state; and

Whereas, in short, Jamie Nelson has been a champion for environmental enforcement in his department, his community, his county, and his state. He is an integral part of the success of PalmettoPride/Keep South Carolina Beautiful. Grateful for his fine work, the General Assembly is proud to add its collective voice to the many warm expressions of praise so well deserved by this dedicated officer. The members wish him much continued success as he carries forward SCEE's mission to the citizens of this great State. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the South Carolina General Assembly, by this resolution, recognize and honor Lieutenant James Nelson, director of Spartanburg County Environmental Enforcement, and congratulate him on winning the national Keep America Beautiful Law Enforcement Award.

Be it further resolved that a copy of this resolution be provided to Lieutenant James Nelson.
