A SENATE RESOLUTION

TO COMMEND H.G. "BUTCH" KIRVEN FOR HIS MANY YEARS OF DEDICATED SERVICE AS CHAIRMAN OF THE GPATS POLICY COMMITTEE AND A GREENVILLE COUNTY COUNCILMEMBER AND TO WISH HIM MUCH HAPPINESS AND FULFILLMENT IN THE YEARS AHEAD.

Whereas, the members of the South Carolina Senate are pleased to recognize Butch Kirven for his many years of service as a Greenville County councilmember; and

Whereas, Mr. Kirven served on the Greenville-Pickens Area Transportation Study (GPATS) Policy Committee from January 2005 through September 2021. He was elected as Chairman of the Policy Committee in January of 2013 and held the position until his departure from GPATS in 2021; and

Whereas, a native of Anderson, Mr. Kirven graduated from T. L. Hanna High School in 1964. He graduated from Presbyterian College with a bachelor's degree in history. He is also a 1996 graduate of the US Army War College; and

Whereas, a veteran of the United States Army National Guard, Mr. Kirven served for thirty-seven years as a citizen-soldier. In 1969, he was commissioned a second lieutenant and served continuously until his retirement in 2003 with the rank of brigadier general. His military career included a variety of staff and command assignments at the battery, battalion, brigade, and higher levels. He was among the first to report for active duty after the September 11 attacks. He was assigned as a special advisor to the US FORSCOM commander on air and missile defense readiness and served as the deputy commanding general of the 263rd Army Air and Missile Defense Command during Operation Noble Eagle; and

Whereas, after college, Mr. Kirven taught history at Crescent High School for one year before entering the banking business with Fort Hill Federal Savings and Loan. In 1973, he moved to Greenville as a commercial loan officer with C. Douglas Wilson Co. In 1976, he established the Kirven Company, a sole proprietorship providing real estate appraisals. He is a Certified General Real Estate Appraiser by the SC Real Estate Appraiser's Board; and

Whereas, a member of Greenville County Council since 2005, Mr. Kirven served as the Council Chairman from 2005 to 2012 and 2016 to 2020. In his work on the Finance and the Public Works and Infrastructure Committees, he has focused on good planning and policies for the growth of the County, quality economic development, improved transportation and infrastructure, and natural resources conservation; and

Whereas, a civic leader, Mr. Kirven has served as president of the National Guard Association of South Carolina, president of the Presbyterian College Alumni Association, and chairman of the Simpsonville Area Chamber of Commerce; and

Whereas, Mr. Kirven is married to Diane, and together, they have a daughter, Lee; and

Whereas, the members of the South Carolina Senate appreciate the passion and dedication that Mr. Kirven has shown in serving the people and the State of South Carolina. Now, therefore,

Be it resolved by the Senate:

That the members of the South Carolina Senate, by this resolution, commend H.G. "Butch" Kirven for his many years of dedicated service as Chairman of the GPATS Policy Committee and a Greenville County Councilmember and wish him much happiness and fulfillment in the years ahead.

Be it further resolved that a copy of this resolution be presented to Butch Kirven.
