A SENATE RESOLUTION
TO RECOGNIZE AND HONOR CHARLES A. "CHUCK" GIBBS OF SUMTER COUNTY FOR HIS YEARS OF OUTSTANDING AND DEDICATED SERVICE TO HIS COMMUNITY, HIS STATE, AND HIS NATION.
Whereas, the members of the South Carolina Senate are pleased to recognize the significant civic contributions that Charles A. "Chuck" Gibbs has made to the Palmetto State; and
Whereas, born May 3, 1932, Chuck Gibbs grew up in Pittsburgh, Pennsylvania, graduated from Pennsylvania State University in 1954 with a degree in commerce and finance, and enjoyed membership in Blue Key and Skull and Bones honorary societies and Chi Phi social fraternity and serving Pershing Rifles National Military Honor Society as its regimental commander; and
Whereas, entering active duty in the United States Air Force in April 1955, he received his pilot wings in June 1956 and served with distinction for over twenty-ones years, including combat duty in Vietnam; and
Whereas, in 1966, he earned a master of business administration (MBA) with honors from the University of South Carolina and was tapped for membership in Beta Gamma Sigma, National Honorary Business Fraternity; and
Whereas, he retired with the rank of lieutenant colonel from the United Stated Air Force, and his many awards for outstanding service included the Air Medal with six Oak Leaf Clusters; and
Whereas, in July 1977, he retired to Sumter and opened The Copy Shop, Sumter's original quick printing operation, and when he sold the business in 1997, it had grown to eleven employees with sales of over $700,000; and
Whereas, he has successfully worked to sustain and strengthen democracy through his involvement as a past president and treasurer of the Sumter County League of Woman Voters and on the state board as vice president for voter education; and
Whereas, he recently wrote the chapter on "South Carolina History" for the booklet, Know Your State, published by the South Carolina League of Women Voters; and
Whereas, he served as a Sunday school teacher, deacon, elder, and clerk of session at Swan Lake Presbyterian Church and on the New Harmony presbytery's Committee on Ministry in the Presbyterian Church in the United States of America (PCUSA); and
Whereas, serving the City of Sumter, he was chairperson of the Election Study Committee and has served on numerous committees of the Greater Sumter Chamber of Commerce, both as chairperson and as a member; and
Whereas, president of the Rotary Club of Sumter-Palmetto from 1983 to 1984, he served as district-interact chairman from 1986 to 1988 and as Rotary District 777 secretary from 1988 to 1989, and he was honored as the club's 1995 Rotarian of the Year; and
Whereas, he served as a trustee for Sumter School District #17 for eight years, and he served two terms as president of the Sumter County Historical Society from 1995 to 1997 and from then to the present as its secretary; and
Whereas, with the Sumter County Genealogical Society, he served as president for five years and as secretary for two years; and with the Santee-Wateree Chapter of the Military Officers Association of America, he served as secretary from 2003 to 2010; and
Whereas, fifty-eight years ago, he married his beloved Joan Frances Pollock of Carmichaels, Pennsylvania, who followed him in his military career around the world and continues to be "the wind beneath his wings"; and
Whereas, together they reared three fine daughters: Susan, Laura, and Edith, who have blessed them with seven adoring grandchildren; and
Whereas, the members of the South Carolina Senate are grateful for the commitment and dedication that Chuck Gibbs has given to the citizens of Sumter County and to our great State and nation. Now, therefore,
Be it resolved by the Senate:
That the members of the South Carolina Senate, by this resolution, recognize and honor Charles A. "Chuck" Gibbs of Sumter County for his years of outstanding and dedicated service to his community, his State, and his nation.
Be it further resolved that a copy of this resolution be presented to Charles A. "Chuck" Gibbs.
