Bill Title: As enacted, specifies that before the board of education of special school district requests legislation to exceed the certified rate, it must first publish notice of its intent to exceed the certified rate in the manner required of cities and counties; specifies that present law regarding tax rates in special school districts would apply to all counties instead of only to counties with less than 50,000 people. - Amends TCA Section 67-5-1704.
