Bill Title: As introduced, authorizes a judge to require a party who filed a civil rights action against a local education agency or its officials that was dismissed for failure to state a claim to pay costs and reasonable and necessary attorney's fees incurred in the proceedings. - Amends TCA Section 4-1-107; Section 9-4-209; Section 20-12-119; Title 29, Chapter 20 and Section 49-6-2904.
