Bill Title: As introduced, permits person who has been voluntarily committed or hospitalized in a mental institution to apply for and obtain handgun carry permit if hospitalization was at least five years prior to application and applicant attaches statement from doctor that applicant does not pose immediate risk of serious harm due to mental illness. - Amends TCA Title 39, Chapter 17, Part 13.
