Bill Title: As introduced, creates a rebuttable presumption that strangulation causes serious bodily injury and defines strangulation as using one's hands or other means to impede or attempt to impede the normal breathing or circulation of another by applying pressure to the neck. - Amends TCA Section 39-13-102.
