Bill Title: As introduced, requires the committee to determine the fiscal impact of policy changes proposed by state agencies prior to their implementation; under certain circumstances, requires the committee to notify the chairs of the finance, ways and means committees, who may hold hearings concerning such policy changes. - Amends TCA Title 3, Chapter 2, Part 1; Title 3, Chapter 7; Title 4; Title 9 and Title 49.
