Bill Title: As introduced, reduces to 15 years the maximum sentence for a person convicted of an offense that occurred when the person was a minor; reduces the minimum sentence by making the minor eligible for parole consideration after serving five years of the 15-year sentence imposed, less any sentence reduction credits. - Amends TCA Title 37; Title 39 and Title 40.
