Bill Title: As introduced, requires homeowners' associations to make certain financial information publicly available, permit access to association property to persons with written permission from a member of the association, and provide copies of dedicatory instruments to a prospective property buyer upon request; requires homeowners' associations to have bylaws that meet certain requirements. - Amends TCA Title 39, Chapter 14, Part 4; Title 48, Chapter 66 and Title 66.
