Bill Title: As introduced, creates Class A or B misdemeanor of intentionally commanding, inducing, compelling, or otherwise causing, including by use of threats, violence, or bullying, another to become a criminal gang member; states that prosecution shall not require conviction of the other person for a criminal gang offense. - Amends TCA Title 39.
