Bill Title: As enacted, allows substitute teachers to be employed by local education agency or third party public or private employer through agreement with the LEA; states that substitute teachers employed by third party shall be subject to same unemployment benefit eligibility conditions as those employed by LEAs. - Amends TCA Section 49-5-709.
