No significant fiscal implication to the State is anticipated.
The bill would amend the Education Code to authorize school districts to provide funding using money received under the Foundation School Program to community-based organizations for purposes of reimbursing private employers for paid internships provided to certain students in career and technology education programs in the district. The bill would also amend the Labor Code to add school districts and open-enrollment charter schools to the provisions of the skills development fund.
According to the Texas Workforce Commission (TWC), the addition of school districts and open-enrollment charter schools may require substantial changes to program structure, applications, rules, policies and procedures, and program performance. TWC also reports the bill could reduce the number of Skills Development grants made to colleges and technical institutions and local workforce development boards in order to make additional grant awards to school districts and open-enrollment charter schools. Additionally, TWC notes the collection of data may be impeded by restrictions at school districts and open-enrollment charter schools regarding the sharing of student data due to age limitations.
The Texas Education Agency, Texas Higher Education Coordinating Board, and TWC indicate that any costs associated with the bill could be absorbed within each agency's existing resources.
