No significant fiscal implication to the State is anticipated.
The bill would require the Texas Department of Motor Vehicles (TxDMV) and Department of Public Safety (DPS) to conduct a study on the feasibility, cost, and effect on law enforcement of authorizing a passenger car or light truck to be operated with a rear license plate and a windshield sticker instead of a front license plate. The bill would require TxDMV and DPS to submit to the legislature a report on the results of the study not later than October 1, 2024. The provisions of the bill would expire on September 1, 2025.
Based on the information provided by TxDMV and DPS, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within the agencies' existing resources.
