No significant fiscal implication to the State is anticipated.

The bill would amend Transportation Code, Chapter 223, by adding Subchapter G to authorize the Texas Department of Transportation (TxDOT) to use a construction manager-general contractor delivery method by which TxDOT contracts with an engineer for design and construction phase services and contracts separately with a construction manager to serve as the general contractor and consultant during the design and construction of a state highway. The bill would require to adopt rules for the selection process and award of contracts under Subchapter G. The bill would prescribe a certain aspects of the process for selection of a construction manager.

Based on the information provided by TxDOT, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within the department's existing resources.
