Fiscal Analysis
The bill would require the Texas Commission on Law Enforcement (TCOLE) to submit a report regarding peace officer salaries in the state to the Governor, Lt. Governor, the Speaker, and each standing committee of the legislature with primary jurisdiction over the commission, not later than November 1 of each even-numbered year.
Methodology
Based upon the information provided by TCOLE, it is assumed it would require 1.0 Researcher/Writer with the capability to receive and analyze the compensation information, as well as to research cost-of-living data from across Texas and other states as required under the provisions of the bill. The estimated cost for the additional FTE would be $84,312 in each fiscal year, which includes salary, benefits, rent, and travel.
This analysis assumes the provisions of the bill would not result in a significant impact on state correctional populations or on the demand for state correctional resources.

According to TCOLE, the estimated cost for IT equipment and maintenance would cost $8,060 in fiscal year 2022 and $1,497 per fiscal year thereafter.
