Fiscal Analysis
The bill would direct the Texas Historical Commission (THC) to conduct a study to inventory and assess the need for funding for repair and renovation of Rosenwald school structures in the south central region of this state and examine the feasibility of using the structures as community learning centers. This study would be conducted in consultation with Prairie View A&M University and counties and municipalities in which Rosenwald school structures are located. The report on the results shall be submitted no later than September 1, 2024.
Methodology
THC estimates costs associated with contract services to develop the inventory, assessment, and feasibility study for the structures.
Utilizing an inventory table of Rosenwald Schools in Texas, last updated by THC June 1, 2015, the agency estimates 159 schools were located in the south central area of this state. Of those, THC estimates 15 structures remain. THC estimates 10 hours per school at $75 an hour would be needed to develop the survey and report forms. With additional standard costs, THC estimates the inventory preparation would cost $125,000. An additional $445,000 is estimated for architecture and engineering services. THC estimates the total cost to implement the bill would be $570,000 in fiscal year 2024.
