A BILL TO BE ENTITLED
 
AN ACT
  relating to a study by the Legislative Budget Board on the cost of
  providing paid family leave to state employees.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  PAID FAMILY LEAVE FOR STATE EMPLOYEES STUDY. (a)  
  In this section:
               (1)  "Family leave" means leave taken by a state
  employee for a reason described by Section 661.024(a), Government
  Code.
               (2)  "State agency" and "state officer" have the
  meanings assigned by Section 661.001, Government Code.
               (3)  "State employee" means an individual employed by a
  state agency, including a state officer.
         (b)  The Legislative Budget Board shall study the costs of
  providing paid family leave to state employees.  In conducting the
  study, the board shall consider costs, benefits, and any other
  factors, including costs associated with employee turnover,
  training, and retention, determined to be relevant to the matter.
         SECTION 2.  REPORT TO THE LEGISLATURE. Not later than August
  31, 2024, the Legislative Budget Board shall submit to the
  governor, lieutenant governor, speaker of the house of
  representatives, and appropriate standing committees of the
  legislature with jurisdiction over state employment a report on the
  results of the study conducted under Section 1 of this Act.
         SECTION 3.  EXPIRATION. This Act expires September 1, 2025.
         SECTION 4.  EFFECTIVE DATE. This Act takes effect September
  1, 2023.
