student loans. | ||
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
SECTION 1. Section 51.9715, Education Code, is amended by | ||
adding Subsections (c), (d), and (e) to read as follows: | ||
(c) A postsecondary educational institution may not refuse | ||
to issue a transcript to a current or former student based solely on | ||
the student's default on a student loan administered by the | ||
coordinating board. | ||
(d) If a postsecondary educational institution charges a | ||
fee in connection with the issuance of a transcript under this | ||
section, the amount of the fee must be the same for each student | ||
regardless of whether the student is in default on a student loan | ||
administered by the coordinating board. | ||
(e) In this section: | ||
(1) "Coordinating board" means the Texas Higher | ||
Education Coordinating Board. | ||
(2) "Postsecondary educational institution" includes | ||
an institution of higher education and a private or independent | ||
institution of higher education as those terms are defined by | ||
Section 61.003. | ||
SECTION 2. This Act takes effect September 1, 2025. |
