relating to a study by the Texas Commission on Environmental | ||
Quality regarding the protection of certain water facilities from | ||
catastrophes. | ||
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
SECTION 1. (a) The Texas Commission on Environmental | ||
Quality shall conduct a study of potential methods for protecting | ||
public drinking water supply systems regulated by the commission | ||
under Chapter 341, Health and Safety Code, and wastewater treatment | ||
facilities regulated by the commission under Chapter 26, Water | ||
Code, from: | ||
(1) electrical outages; | ||
(2) catastrophic weather events; | ||
(3) conduct that constitutes an offense under Chapter | ||
424, Government Code; | ||
(4) the projected effects of climate change; and | ||
(5) other potential disruptions to providing water | ||
service. | ||
(b) The Texas Commission on Environmental Quality shall | ||
consult with other state agencies or interested persons as needed | ||
to facilitate the study. | ||
(c) Not later than September 1, 2026, the Texas Commission | ||
on Environmental Quality shall: | ||
(1) create a report on the results of the study that | ||
includes recommendations for legislative or other action to | ||
facilitate the protection of the facilities described by Subsection | ||
(a) of this section; and | ||
(2) submit the report to the governor and the | ||
legislature. | ||
SECTION 2. This Act takes effect September 1, 2025. |
